No - VHS-C card is only for VHS-C. No change in the size of 8 mm (including Hi8 and Digital-8) is an adapter for a VHS tape, because they are two incompatible formats.
The alternative is to have a camcorder or deck, 8mm tapes via a video cable to your TV or computer in the DVD (or any other video recording device is connected to the TV) can play, get in touch.
